You just need a little more patience. Stop doing water changes, all you're doing is disturbing the substrate and prolonging the cloudiness. Keep the filters on and wait. It will clear eventually.

What are your ammonia/nitrite/nitrate levels?

Excel is known for killing shrimps. Its possible that you're witnessing a prolonged die-off.
