I haven't been there since before the pandemic but Finatics usually has a bunch in stock. They also show up fairly often in Discount Dragon Aquarium and Mississauga Aquarium.

In regards to getting the parents to raise them, there's no real way to do so. It takes them practice to get it right and sometimes that means dozens of spawns.
The best method IMO is to raise them...
